I need help please!

I am hosting a big board, however two members we banned have been flooding the board, using some piece of software and proxies. How can we prevent the guests from connecting? We have tried all the proxy banning/detection addons for vbulletin. Is there an addon that prevents connection and viewing flooding? Any help is greatly appreciated!!!!!!!
