Restrict Access Based On Post In Last X Hours

I have a shoutbox on the forum that I'd like to restrict access to unless a member has made a post in the last X number of hours. Since the shoutbox on the index is just $shoutbox I'd hope it's as easy as wrapping tags some <if> tags around it... but I could be way off.
