I am looking for a system to replace / be an addon for the report button.

I would like it to allow members to create a (complaint) thread that is only visible to themself and certain usergroups (aka mods/supermods/admins)

Is there any mod like that ?

I don't think you need a Mod for that. Just create a new forum and then in Forum Permissions, deny everyone permission. Then, allow Mods/Supermods/Admins all permissions to the forum and then for the usergroup you want to allow to be able to post in there, go to set their permissions and set them all to no except "Can View Forum, Can Post Threads, Can Reply to Own Threads'. I think that will work. (I've never done it, but it looks like that would do what you want.)

It is nice because the user can see the outcome and you can assign it to a moderator.

but if you upgrade will you have to reinstall all of the hacks and styles and all the other changes that you added in your forum???

No, but you might have to edit your templates to include fixes, etc.
