limit all new members to X amount of posts per 24 hours until...
 
I would like to limit all new members to X amount of posts per 24 hours until they have been a member for X amount of time or attain X amount of posts. If this exists, I cannot find it.

I am not sure about the 24 hour part, but this hack has everything else.
