Seperate Way of "Sticky" Thread
 

When we stick a thread to a section, it stays directly on top. I was wondering if there was something available to have something custom. Basically a way of sticking the thread but instead calling it something else and having a seperator line between the Actual sticky threads and your custom one.

The reason for this is i am running a forum raffle and i want the rules as a sticky. While under those sticky wil be the information on the item we are raffling off, the list of participants joining the raffle etc.
