Creating forums and categories is an admin tasks.

All thou you can make something like a Co Admin Usergroup and downgrade the normal Super Admin permissions :)

Although, don't forget, the Super Mod will also have access to all of the other forums & categories on your site and if troubles arise between you to, will be able to delete forums as well as just adding them.

Go to Usergroups>Usergroup Manager and edit Super Moderators

In Administrator Permissions give him yes on both (Super Mod and Admin)

Then go to Usergroups>Administrator Permissions

Select EDIT PERMISSIONS on the Super Mod you wish to give this power

Select YES on everything you wish him to have permissions to

***BEWARE*** IF YOU SELECT ALL YES HE WILL HAVE FULL ACCESS OF ADMIN CP

Taking this into consideration if you want him to create threads and control usergroups and permissions of users just select yes on

Can Administer Forums
Can Administer Threads
Can Administer Calendars
Can Administer Users
Can Administer User Permissions

That should be enough BUT remember he can delete or add any thread/category he wishes so be sure you know what you want before you actually do it.

Hope this helps you!

PD: If you do not go to Administrator Permissions you can make him ADMIN and he will not be able to change a thing anyway until you set the permissions and will only have Mod priviledges.
