How do you make it so users with less then 5 posts cant post pictures or links

this would stop basically every spammer as they only stay to post once or twice and leave...I mean stop them from actually posting the links and inappropriate pictures

Also how do you block certain email domains, theres one that like all the spammers use, and blocking this would also kill alot of spammers its some messed up domain never heard of it :P
