Delay new thread, post, attachment for specific group

A Mod that allow admin to set a delay time before a specific usergroup can see the new thread, post or attachment.

I.E.

Register Users, VIP, Guest will be able to see it in real time while "Leecher" won't see it after 10, 20, 30 mins.
