Looking for this mod

Here is a good example of it, and I have been trying to find out what module it is for weeks. http://www.dogforums.com on the right side they have "Top 10 Threads" And if you look at each forum category there are "Popular Threads" links to specific threads that are on the top 10 list if they are in that category. What mod is doing this?
