Permissions Based on User's Threads Count

hello
I searched for a mod bases on the numbers of Threads .
So a User cant see attachments only after creating a number X of threads ( New Topic )

i found only a mod but is is based on post count and not threads :(

You can already do this with Usergroup Promotions.

not really as the promotion system only counts posts, not threads.
