Permission problem

NO matter what I do I can not get the forum permissions to do what I want. I want guests to be able to see what forums we offer, but not show them the topics. All my other forums are showing up like they are suppose to, but not a numerous few under a category. All the things are the same, so I'm at an end of ideas on what to do/change.

Any ideas??
