Limiting certain usergroups

Does anyone know of a mod or add-on that allows you to limit a certain usersgroup time between they can make threads? I'm running 3.6.5 and would like to limit new users in the default usergroup to only be able to make threads every 10 minutes. I don't want to limit every usergroup or how often they can post messages, just how often they can make threads.
