Paid Avatar feature

Hi, Is there a feature available. Or a quick way of doing it. THat enables me to reomve Everyones avatar apart from the few users that have contributed to the running costs of the site.

Any ideas?

make a usergroup for people that have paid and enable avatars. make the default registered usergroup not allow avatars.
