Moving inactive users

Whats the best way to move inactive users to another usergroup based on when they last visited the site?

Go to your admin panel Users > Prune/Move Users . Put in the criteria for moving the users, hit the Find button, then on the bottom of the list, you will have the option to move them to another usergroup or to delete them.
