Second Navbar to forum

I am wanting to add a second navbar to my forum using $navbar2. What should my plug in look like if the template name was navbar2.

I tried this but it doesn't work:

eval('$navbar2 = "' . fetch_template('navbar2') . '";'); in gobal start
