How do I make Infractions history viewable by all

Hi

Using the Infractions system on VB 3.6.4. An infractions history appears in the user profile, but it's only visible to admins (or the owner of the profile).

I'd like to make it viewable to all members. I looked through the settings in infractions and groups and couldn't find anything that seemed relevant.
