What hack is this?

i saw this hack on couple of sides but i searc for it couldnt find it if this is a release can you guys help me to find it

It could be a download manager or a hack database system or even GARS

is there anyway the we can use this hack without paying for it on release forums lor can anybody come up with something will fetch latest relases most active releases and most read releases and it will display it on forumdisplay and it will be optional ull choose which forums will be active and wich are not anhell will be appariated
