My vBulletin Settings are not properly exporting...

For some reason my vbulletin settings that I have created in the admincp are not exporting correctly. I have properly assigned the product to the setting groups and individual settings, but it will not export any of the setting groups or setting options with the product or a setting group download. Anyone have any ideas?

Make sure "vBulletin Default" is set to Yes.
