What hook should I use

Ok I figured out from the manual that I need to create a plug in for my new header and footer file that I want to include (talking about php) on my forum.

But how do I know what hook to use, can anyone tell me what hook do I need for

(a) a header file (to appear on top of the forum
(b) a footer file to appear at the bottom of the forum
