Banners under forum titles

Here is a picture of what I would like to do. How and where would I make this happen?

put <img src="IMAGE LOCATION"> in the description of forum name

That seems to work but I cant get the description of the forum to show up above it. Plus can we take it a step further and have the same banner show within that forum when you open it?

just add the description before you use the code.

When I do that it puts it next to the jpg. Is there anyway around it?

this is the code I have in there
