Could someone help with " Adding items to a menu"

Hello

I just wanna know if there is a plugin or a product that works with the last vb ver 3.6.4 which allows me to add items to the menu " User CP Help Chat Members List New Posts Quick Links Log Out " Navbar or what you call it , anyways i have found one here and it did't go well , could someone help ?
