Thats not the problem with your forum or any code!
Its the public service adverts by Google. They are displayed when Google don't have any adverts matching to your site contents to display on your website.

Solution: Check you robot.txt and check you might have blocked Google AdSense crawler above all put some content, use your website content related keywords.

Another way, You can also put your banner in google adsense by using Google Channel code :)

Give google time to crawl your side.

Did you add Keywords in your forum ?

To add your own site banner then you have to read Google Adsense FAQ.

Something else to add, if the area of your forums where the google ads are present are set to not allow guests to view, or you need to register first, guess what?
