New page location

I am trying to create a new vb page to tell my users what extra benefits they get by subscribing to my forum. I knew how to do this in the page, but I have slept many times since then.

I tried searching but I wasn't able to find anything remotely helpful. Can anyone tell me how to create a whole new location/page within the VB system?
