Forum restrictions based on post per day percentage

Id like an add on that allows you to restrict forum access much like Cyb - Advanced Permissions Based on User's Post Count but instead of restriction by post count I would like to restrict by post per day count.

So say only people that have an average of 2 posts per day can view a threads content in specific forums.
