Intercepting "you have no rights to this forum"

Has anyone written a plugin that intercepts the forum as it gives the "you have no rights" message.

Basically I want it to:

run before anything is output;
test the forum that has been requested
if I have a match to do a header() command and send the user to another location.

Any hints?
