Simple Signature Question

I have a very simple question. I just wanted to know if there was a simple way to set signature viewing to off by default, so that when new users register they'd have to go into the User CP and turn it on. This isn't covered by the admin CP so I figured I'd have to do some sort of minor modification to get it working right.
