Is it possible to make users give subscriptions to other users?

Like i've seen on some forums that on their profile you can click:
Give subscription to user.. and then you could pay for their subscription

is this possible and can you tell me where to find this !

I haven't seen this in action yet. If this thread goes unanswered, I suggest you request a modification to be created for this ( paid, i hope ) and then release it to the community :)
