Populating Cutom Field Answer Options

how can I have a custom field with a dropdown box that lists possible answer options?

Say I have a question: What bar do you party at? Then I would like a dropdown box of all the possible bars they could go to. And....if the bar isn't listed then there would be a single field in which they could type in their answer and it would become added to the list (in the dropdown box) for an option later (so other users could choose too)

Any ideas?
