Advance Annoucement with popup

Can someone create an announcement mod with popup that work like the announcement that came with VB. With popup, able to create separate announcement in different forum and sub forum with dynamic popup, number of time popup should appear, allow user to dismiss the popup ( so it will not show again), select group to display the announcement

I found a few mods that support dynamic popup, but it only global. :(
