Agree to rules while registering
 
Is there a hack that would require the person registering to agree to the rules before they will be registered?

You will just need to edit the register templates used to show the custom rules, set up by the default vBulletin installation. You need to read and click on the checkbox to continue the registration. But I guess you need something more "read to apply only"...
