Create custom smilies

I need a modification for my vBullettin 3.6.2 that allow me to create custom tags used by the users to create smilies with a custom text in the smile image.

For example if the user insert the tags
[tagname]Hello World![/tagname]
the smile should have the "Hello World!" text
