vb.org Archive - Automatically reject posts

I'm having a problem with a few members, possibly even only one, creating multiple accounts. I'd like to automatically reject posts from these members until November 8, while not causing problems for my other new members. Basically, reject the post and display a message along the lines of "try again in November and contact me if any questions."

Rejection should be based on all the following criteria:

Account created after October 14, 2006
Member's e-mail address is a free account; i.e., hotmail or yahoo
Member set "receive e-mail from administrators" to "No"
