A couple of quick thoughts:

First and foremost, I would better optimize your header graphic. It's 362k in size, which will not be pleasant for your dialup traffic (lots of folks still on dialup...can't forget them!).

The background is sort of distracting...I would try muting the contrast a bit if you could (I notice that your background image is being pulled from a third party website). Also, I see you're using the same graphic in both the page and body backgrounds. If you want a smoother display, just leave the page background field blank, and let the body background fill in everything.

On the tcat background, you may want to extend the orange part on the left over a little further, as some the black text goes beyond that, and becomes illegible.

I'd suggest adding some custom status icons, buttons, etc. Barring that, adjust the matting on the default vB graphics so that it matches the dark background it is sitting against. Nothing looks worse, in my opinion, than the white jaggies around transparent gifs on a dark background.

Maybe give your links a bit of color, as opposed to just underlined black. I think a muted yellow would look pretty nice.

I hope I didn't come off as too harsh. All and all, I enjoy the color scheme, and it could be a very pleasing one with a few tweaks.
