how to view user's password via phpmyadmin or via admincp on edit user ???

A user's password is encrypted in the database so you won't be able to view the password unencrypted.

Why would you wish to view thier "password" to begin with?

As Danny stated, you cannot view a encrytped password.

Just change the password for them and e-mail it to them with a warning to change it upon re-entry.
