Limited Post Per Day

Hello

I have an issue, each day we face bad posts from users who's just registered. They post a lot of bad posts, and its takes time until block him.

My question is there any Add-ons or is it possible to have one, which allows us to put a restriction on number of posts par day.
For example, if the user has less then 10 posts, he can add only 5 posts per day. If she has 25 posts, then she can add only 10 posts per day.
Or it depends on the user group.

I hope you got the idea.
