Organization for 50+ categories?
 

The site I'm working on calls for listings for stores throughout all 50 states. Each state has it's own category. Inside that category is 15-30 forums for select cities in that state. Is there a way to 'batch' add forums without using the vbulletin interface? It's pretty obvious that it would be very time consuming to add all of those forums manually.

Also, the organization of the forum could start to look cluttered with all of these states on the main page. Canada may also be added in the future, and the main forum page could end up scrolling for quite some time. Is there an easier way/suggestion for managing several forums/categories so that it's not cluttered?
