what des it mean

that means your bandwidth has been exceeded. you don't have anymore data that can be transferred between your host and the public. hosts usually provide only so much data to be transferred in a given amount of time. you ahve used all yours up.

It is a problem between you and your host, you must contact them to sort it out, there is nothing anyone here can do for you. :)
