HOW to Add new template

hi,
after long time didnt work with vb 353 admin job, i forgot every thing

can anyone tell me step by step HOW to

Add new template "refertofriend" in general?

still can not find at admin cp the link for add new template :(

admincp => styles & templates => style manager => your style click the <<>> button (the link you want is in the drop down box "add a new template")
