vb.org Archive - I need help...

I'm really excited to re-design my Vbulletin site but I've found I'm having trouble doing it. I want it to look like the attached image as far as the background and stuff goes if anyone can explain to me how I can accomplish it so it will look good in all screen resolutions...I'ld be really happy!
