What mod is used on this forum for mod block header?
 
I like the feature on this forum in the mod area where there is a block at the start of the thread for details on the mod and all the posts are below it. You can minimize the block as well.

Is this mod available?

it is a custom modification for this site and is not available for download. sorry.

You may want to search for showing the first post on every page modification.

And then get something like the GARS system
