Admin CP Permissions?

Hi all!
Is it possible to set permissions inside the Admin CP ?
I wanted to do that:

* Create a new usergroup
* Allow to access to the admin CP
* User group is not able to make an database backup (in the maintenance area)

I looked for Admin CP templates but did not found them.

Please help me :)
