How to set thread permissions

Hi if you can help me with this great.

I am wanting to know how to set permissions for starting a thread in a particular forum catergory

eg, min 10 posts 2 threads to start a thread in this forum.

Any help appreciated

Set up a new usergroup.
Set up a promotion to the new usergroup when a member reaches 10 posts.
Give this usergroup access to this forum under Forum Permissions.
