Avatar problem

Alright, I've been trying to figure this out, but I finally give up.

I'm not sure how to explain this. For whatever reason, members' avatars that were uploaded from vbplaza are only showing when they are also able to upload them freely via the user CP. If I turn off the option in their User CP, you can't see their avatars. What could be the problem?
