does this hack exist?

For some reason vB removed the function of emailing members that check not to receive email from admins. This is NEEDED by admins. Not all emails are promos, they should have that function say "promo" emails, so we know they denied those, but sometimes we need to email ALL members for account and security purposes. Wondering if this is now a hack?
