Automaticly move closed topic to the end of the section

I used to have this on my old forum software, basically it just moves closed topics to the end of each section which makes it look alot cleaner.

It was a edit in 1 file which just sorts the sections like this:

1. Sticky's
2. Open Topics
3. Closed Topics

Can anyone help me with this?
