HTML Help!

Im busy re-designing my site, and i have designed a new header. However i want the style to appear as a fluid width no matter what resolution the user is using. So i have the header image which is about 800px but i want say a 1px bar to stretch across the screen if the width of the resolution on the users monitor is more than 800px.
