Members broadcast PM/email to specific usergroup
 
I would like to be able to create user groups with a 'group leader' (or two) that is able to send PMs/emails to their group. Ie. I would like to be able to define:

Group: Texas
Leader: Bill

Group: Louisiana
Leaders: Fred, Mary

where Bill has the ability to send a mass PM/email to the Texas group and Fred & Mary have the ability to send a mass PM/email to the Louisiana group.

Does something like this already exist? Could it be done easily?
