Random sentence under navbar

I dont really know where i saw it but it is something like this :

There is a section under navbar, it gets sentences from somewhere ( dont know where) and when page refresh it changes.

For example, it will write using drug is bad, smoking kills etc.

I wont use it for those warnings, but i am planning for similar usage.
