"Forum Info"...default vB option/mod/what?!?

A while ago I saw a forum which had something called "Forum Info", which showed at the top of each forum (well, underneath the navbar) and was different for each fora, customised through a radio button option under "Forum Tools". I hope that makes sense :)

However, I've searched and searched and can't find out if this was a mod, and if it was where to find it :/ Plus, as far as I can see it's not a default option in vB either. If anyone can help me on my search for this, i'd really appreciate it!

Edit: Maybe that didn't make much sense. I'm pretty certain the option was called "Forum Info", but what it basically offered was a blank area where rules for a particular forum could be written :)
