Issue with Change other users title not expiring?

Hey anyone know if the change other title isnt supposed to expire? We tried to hit Expire Now and it didnt change anything for testing.. bug?

Also.. that lottery.. I swaer, kept running them every 30 mins it seems.. had to take down the cron.. ppl were winning alot... thought that was fixed?
